Description
This session is designed as a primer for both programmatic and fiscal administrators responsible for grant funds authorized under the Carl D Perkins Strengthening Career and Technical Education Act (Perkins V). We will walk through the pertinent sections of the law covering the development of the local plan and the comprehensive local needs assessment, the required uses of the federal funds, the accountability requirements, and explaining how the non-supplant provision must be factored into budgeting decisions. The session will also review how administrators should determine whether a particular cost is allowable under EDGAR, the Uniform Grant Guidance and Perkins V.
