Mónica Pascual, Esquire

Mónica Pascual joined The Bruman Group, PLLC in December 2021. She advises clients on federal grants management compliance, focusing on the Office of Management and Budget’s Uniform Grants Guidance (UGG) and the Education Department General Administrative Regulations (EDGAR). Mónica, an expert communicator, provides workshops, trainings, and develops compliant policies and procedures, while performing mock monitoring and risk assessments to ensure compliance for states, districts, and other non-federal entities.

She also offers expertise in program compliance with the Individuals with Disabilities Education Act (IDEA) and the Every Student Succeeds Act (ESSA), representing clients in resolving adverse audit findings, program review determinations, and other administrative legal matters. Mónica's experience includes representing clients before the U.S. Department of Education’s Office for Civil Rights (OCR) and counseling public charter schools in Washington, D.C.

Before joining the firm, Mónica worked as a Staff Attorney with Advocates for Justice and Education, Inc., representing low-income families in the District of Columbia. During law school, she interned for Judge Daniel R. Domínguez at the Federal District Court for the District of Puerto Rico, where she drafted judicial opinions, and at the Office of the Comptroller of the Currency in Washington, D.C., working in the Enforcement Division, where she analyzed applicable banking regulations to support enforcement actions.

Mónica holds a Bachelor’s degree from Cornell University (2015) and a Juris Doctor from the University of Puerto Rico School of Law (2020). She was a visiting law student at Georgetown University Law Center in

Spring 2019 and is a member of the District of Columbia Bar.
