Key Issues Related to Perkins V Implementation and Impact of COVID-19 on FY 2020-2021 Funding, Stimulus, Carryover, and CLNA
Course Description:
This two part virtual training will cover the recent actions by Congress on COVID-19, federal funding, the July 1 funding cliff, impact of supplanting on new federal funds, OMB flexibilities, OCTAE COVID-19 Policies, period of availability of federal funds at the local level, new maintenance of effort requirements, and update on MOA/civil rights enforcement. In addition we will discuss the impact of the CLNA on local budgets, support of CTSOs, consumables, recognized postsecondary credentials, work-based learning, eliminating out of pocket expenses, and costs for tuition and assessments. We will also walk through the Perkins V statutory provisions on the local application, CLNA, and local uses of funds.
