Federal Grants Management

Brustein & Manasevit, PLLC has extensive experience with federal grants management and compliance. Recipients of federal funds must be proactive to ensure their programs are compliant. In order to prevent noncompliance, recipients must implement grants management systems that meet all the federal requirements and have enough internal controls in place to stop problems from happening before they occur. Our firm provides a number of services to effectively and successfully combat grants management compliance findings.

Mock Monitoring

Our attorneys travel nationwide to conduct mock monitoring visits of federal education programs. These visits consist of a desk review and an on-site review of relevant documentation, personnel interviews, on-site entrance and exit conferences, and a written report outlining the relevant legal requirements and our recommendations for addressing areas of noncompliance or potential noncompliance, including best practices for corrective actions. Our attorneys have extensive experience in identifying compliance issues and develop preventative measures, as needed, tailored to the unique needs of our clients. Firm attorneys are intimately familiar not only with the grants management requirements (EDGAR and the OMB Circulars) but are also extremely knowledgeable about the major federal education programmatic requirements.

Onsite Workshops and Trainings

Our attorneys are in high demand as keynote and guest speakers at nationwide, statewide and local trainings. Firm attorneys create custom presentations based on the needs of the client. One of our most popular training seminars covers federal grants management requirements and can be tailored to the knowledge and experience level of the attendees. During the grants management training workshops, our attorneys review federal grants management requirements in the Education Department General Administrative Regulations (EDGAR), the General Education Provisions Act (GEPA) and applicable Office of Management and Budget (OMB) Circulars. We also provide trainings on all major federal education programs. All of our trainings not only explain the rules and regulations, but provide context for these rules by providing real-life examples of compliant and noncompliant practices.

Policies and Procedures Manuals

Federal rules require organizations to maintain certain types of written policies and procedures. Firm attorneys have drafted comprehensive policies and procedures manuals on grants management and programmatic requirements. As part of our services, firm attorneys will review an agency’s current documents and interview personnel to learn about the unique practices of the organization and draft policies and procedures that align with these practices. Firm attorneys will also provide feedback if there are any noncompliant practices, as well as offer recommendations to strengthen the organization’s internal controls and grants management systems. Our attorneys also conduct onsite training sessions on the new policies and procedures manuals to ensure all personnel develop an understanding of grants management requirements and how their organization is structured and functions.
