Brittany Halpern, Esquire

Brittany Halpern joined Brustein & Manasevit, PLLC in January2023. Ms. Halpern assists clients with federal grants management requirement under the Office of Management and Budget’s Uniform Grants Guidance (UGG) and the Education Department General Administrative Regulations (EDGAR). Ms. Halpern advises clients on program compliance under the Individuals with Disabilities Education Act and the Every Student Succeeds Act and represents public charter schools in the District of Columbia in due process litigation under the Individuals with Disabilities Education Act (IDEA). Ms. Halpern aides all clients on special education due process and compliance matters under the IDEA and Section 504 of the Rehabilitation Act.

Prior to joining the firm, Ms. Halpern worked for Comegno Law Group PC as an associate attorney on special education litigation, representation, and compliance for school districts throughout New Jersey. During law school, Ms. Halpern worked as an extern at the Department of Education: Office of Civil Rights, aiding on cases from initial complaint through monitoring. Ms. Halpern also interned with the School District of Philadelphia’s Office of General Counsel in their special education department helping with compliance and research matters. As a law and policy intern with the Juvenile Law Center in Philadelphia, Ms. Halpern worked with litigation and policies involving delinquent youth as well as children in the foster care system. Ms. Halpern has a passion for students and compliance with federal regulations; as a former special education teacher herself, Ms. Halpern has in-depth knowledge regarding the federal compliance impact on individual students and classrooms.

Ms. Halpern received her Bachelor’s degree from Hood College in 2016, her Master’s degree from the Johns Hopkins University School of Education in 2019, and her Juris Doctor from Drexel University Thomas R. Kline School of Law in 2021. Ms. Halpern is a member of the New Jersey Bar and her application for entry into the District of Columbia Bar is pending.

Ms. Halpern is currently supervised by members of the D.C. Bar.
