This training has been specifically designed by Brustein & Manasevit, PLLC for the Virgin Islands Department of Education. The hotel conference space has been reserved for VIDE from Tuesday, March 15th through Friday, March 18th. During the first two days, Brustein & Manasevit attorneys will provide training on various topics as noted below. Then on Thursday, we will provide technical assistance to VIDE staff. On Friday, VIDE staff will continue to use the conference space for its internal planning meetings.


During the two-day training and one-day technical assistance session by Brustein & Manasevit attorneys, we will discuss an overview of the requirements under the Education Department General Administrative Regulations (EDGAR), including the Uniform Grant Guidance (UGG) and explain the most recent updates by the Office of Management and Budget (OMB). EDGAR/UGG topics include:


  • Allowable costs;
  • Time and effort documentation;
  • Capital expenditures, construction, Davis-Bacon requirements;
  • Timely obligation of funds and carryover (cash management);
  • Property/equipment/supplies inventory controls;
  • Procurement and conflicts of interest;
  • Program monitoring and the OMB compliance supplement; and
  • Recent audit examples.


In addition, each attendee will receive a copy of our Administrator’s Handbook on EDGAR (5th Edition), which includes the

most recent OMB updates.


We will also discuss allowability of funds under the Elementary and Secondary School Emergency Relief Funds (ESSER), equitable services requirements under ESSER and the Elementary and Secondary Education Act (ESEA) and discuss expected ESSER monitoring and audit protocols.


Registration also includes breakfast, lunch and coffee breaks from Tuesday, March 15th through Thursday, March 17th. The hotel conference space is available for VIDE use on Friday, March 18th but meals are on your own.
